Does the job. Holds my luggage on the back of my bike fine and doesn’t more. The clips on the hooks are a bit fiddly to undo and do up but still at least they can’t come undone accidentally

It's a bungee

Clip/Hook is difficult to undo but that is probably a good thing as it means it won't be coming undone accidentally.
Other than that it's a bungee, it stretches and holds stuff down. If it came in a tin, that is what would be written there.

Bungee part is fine. The lockable hook part can be a fiddle to undo, but it seems sturdy enough.
