Salt is pH neutral (pH 7) and therefore cannot be 'neutralised' any further. Water does effectively dissolve salt, however, water evaporates and salt crystals do not. When salt water evaporates, salt crystals remain on the surface. Salt is 'hygroscopic'; it attracts and retains moisture, which creates a perfect environment for corrosion.
